Kim Texeira

Policy, Planning, and Communications Division

Kim Texeira is the chief of the Policy, Planning, and Communications Division for NOAA’s Office for Coastal Management. This division guides national coastal policy, strategic planning, and performance evaluation, as well as products and services for annual budget preparation and communication.

From 2013 to 2019, Texeira served as the manager of the Planning and Performance Management Program within the division, which focuses on program evaluation, performance management, environmental compliance, and annual and longer term strategic planning. Previously, Texeira served as a senior policy lead.

Texeira began her career at NOAA in 1999, working with NOAA’s Coastal Services Center to identify coastal mapping solutions to inform complex coastal management challenges. In 2004, she began to coordinate cross-NOAA budget planning and provided facilitation and strategic planning support to offices across the National Ocean Service to advance both organizational and Administration priorities. In 2007, she joined NOAA’s Integrated Ocean Observing System, supporting policy development and Congressional engagement.

Texeira received a bachelor’s degree in zoology from the University of Rhode Island, and a master’s degree in marine affairs from the University of Miami.
